This was a huge topic for Ann Landers, whom I grew up reading. Periodically, she would arbitrate this issue for feuding spouses. Ann herself favored toilet paper cascading over the top.
One shred of evidence she used: Decorative toilet paper (which I haven't seen for ages and which may not still exist), was printed with the design on one side. The over-the-top way was clearly the way to hang the roll so the design showed properly.

Ann Landers' position discusses both printed (pretty much only available as a novelty today) and embossed TP, which is very common. In both cases, the printing or embossing is invisible if the TP drops from the rear.
I just read a site that had the comment "Considering the state of the fingers reaching for the TP, it's best to keep it away from the wall". I agree.
It's just easier to grab if it's away from the wall. The other way is a pain in the... er...
